The Wincheap Society

Minutes of the Committee Meeting of The Wincheap Society

at 7.30 pm on Monday, 8th January, 2018 at 18 Martyrs Field Rd

Present: John Osborne (Chairman), Ed Craven, Barney Parsons, Gillian Bull, Pat Marsh, Derek Maslin (welcomed as a new member of the committee)

1. Apologies for absence: Eddie Peake, Nick Eden-Green, Debra Johnson

2. Minutes of the last Meeting 13th November, 2017

The Minutes were signed as a correct account.

3. Matters Arising

i. Playground

The only outstanding issues are the path resurfacing and the screening with bushes at the front of the playground. Ed will write to Rebecca about when these actions are planned and again mention the back gate issue.

ii. CA//17/01263 – 190 Wincheap

No decision has been made yet.

iii. Hop Garden Way

KCC is still getting quotes for the resurfacing (for which we hold the funds).

iv. Litter Roundtable, Graffiti, etc.

Derek has wiped off much of the graffiti on Wincheap and it seems BT has repainted the phone box. Barney reminded members that the Council will come and clean off graffiti on private property – a form needs to be filled in but the Council is efficient in getting this done.

Derek will contact BT about maintaining the phone box – it has several kicked-in panels.

Cllr Rob Thomas lives in Wincheap and contacted Pat about joining WinSoc and helping to organise a litter pick. Sian Pettman of the Litter Roundtable is willing to help with a litter pick as before, providing refreshments. Members will contact Ed about grot spots in the area and he will plan a route. Pat will send him the information about who to contact at the Council. The litter pick will take place on 4th March.

Network Rail finally got in touch with Pat to say they were visiting the Wincheap railway bridge at the beginning of last month but they haven’t yet got back to her about what action they will take.

Cathy Sales of OHSCA asked if WinSoc might be willing to hold the funds for doing artwork on Lansdown Path and the committee agreed with this proposal.

v. Former St Mary Bredin School

No decision has been made yet. There are many opposing comments, including CCCU's objections, which include the number of vacancies in student accommodation at the moment and the consequent lack of need for yet more student accommodation.

vi. CA//17/02189 - Captain’s Cabin

The application has been passed.

vii. 17 Wincheap

No news.

viii. Section 106 Monies and cycle link / subway

No progress yet on this.

ix. Meeting with University of Kent

Pat reported back on the meeting with the new Vice-Chancellor, Prof. Karen Cox, where good relations with the community were presented as a priority for the University. The Street Marshals Scheme and other initiatives, such as student community champions, were outlined and the resolution to have more meetings in future to ensure efficient communication between residents and the University was made.

Pat noted that CCCU also has good relations with the community. The only measure they have not yet implemented is student community champions.

5. Proposed Nursing Home

Plans for this care home on Cockering Rd were published in the Kentish Gazette and were presented in an exhibition at the Thanington Resource Centre. Nobody from the committee managed to attend the exhibition but it is clear from the plans that there are two issues to be resolved: access and parking places (too few).

John will contact the developer and see if he can get more information. Work is supposed to start in 2019.

6. Breach of Duty of Care

Gillian will be sending a notification to KCC, CCC and Highways England to be signed by the Chairs of Wincheap Society, Thanington Without Parish Council, HIMN, ACRA and Cllr Charlotte MacCaul. The notification states the signatories consider these bodies to in breach of their respective duties of care regarding:

i. two unsafe road constructions proposed for the A28 junctions with the A2, and

ii. existing illegal pollution levels resulting from traffic on the A28 Wincheap, which will be increased by the proposed road construction.

Peter Preston, former Editor of The Guardian; Bernie Katz, “The Prince of Soho”, long-serving manager of the Groucho Club; Ray Thomas, founder member of The Moody Blues; John Young, American astronaut; Max Clifford, English publicist; Keith Chegwin, English TV presenter and actor; Johnny Hallyday, French rock ‘n roll singer; Christine Keeler, English model and showgirl, famous for being at the centre of the Profumo Affair; David Cassidy, American singer-songwriter and actor; Rodney Bewes, English TV actor (The Likely Lads); Della Reese, American jazz and gospel singer; Jon Hendricks, American jazz lyricist and singer; Lady Lucan, widow of Lord Lucan, who vanished 43 years ago after allegedly attacking her and killing their nanny.

8. Any other business

i. Subway design and repair expense

Nick is dealing with this at CAMP tonight. The lighting around the subway also needs addressing. Perhaps a light could be installed on the side of the Aldi building.

ii. The Wincheap Society Awards (Wizzies) for 2017

Gillian has written a highly entertaining list of spoof awards. We would like her to adapt it so we can put it on the website without fear of legal action.
