Minutes of the Committee Meeting of The Wincheap Society

at 7.30 pm on Monday, 8th April 2019 at 53 Wincheap

Present: John Osborne (Chairman), Derek Maslin, Gillian Bull, Ed Craven, Pat Marsh, Barney Parsons

1. Apologies for absence: Eddie Peake, Cllr Nick Eden-Green

2. Minutes of the last Meeting 25th February, 2019

The minutes were signed as a correct account.

3. Matters Arising

i. Subway

Work on the wall film in the tunnel cannot be started until KCC has done the lights. There is no set date for this. The drainage has improved but there was still a large puddle around the drain at the Wincheap end after a recent rainstorm.

ii. Bus Stop

John had a lot of trouble finding the correct contact for this. He has been told this is a CCC problem and has recently written to them.

iii. Hop Garden Way

A site visit concluded repairs would cost more than £10,000 and KCC Councillor Northey cannot be allocated any more funds to cover this. However, the Canterbury Highways Fund agreed to make up the shortfall and we have transferred to their account the funds we have been keeping for the works for four and a half years. The work has in fact now been carried out.

iv. Graffiti / Litter Picks

The WinSoc Litter Pick, kindly organised by Ed Craven, will take place on Sunday 11am-12.30pm. Five of the committee will definitely take part. Ed has maps of areas to be covered by each group we form on the day. John will be attacking some of the graffiti. KCC have cleaned the graffiti off the road signs by the roundabout and Station Rd East has already been thoroughly cleaned up by someone.

v. Parking in Thanington

Residents’ objections have been upheld and double yellow lines will only be painted on corners.

vi. Park and Ride

No news.

vii. Community Infrastructure Levy (CIL)

This is to be levied on developments over 100 square metres but not replacing Section 106 for large developments. The rate is to be decided by the local district council.

viii. Heritage Strategy

Barney told Nick about the impossibility of responding properly online and Nick has made representations to the Council on this issue.

4. Emily Shirley and Michael Rundell’s appeal for the Secretary of State to withdraw consent for Mountfield Park on the grounds of threats to air quality is now going to the Supreme Court. They have a new leaflet for fundraising and committee members will be helping with delivery in the Wincheap area.

ii. The Canterbury Society Hustings for the 2nd May local elections will be held on 17th April at 7.30pm in the Friends Meeting House.

iii. The Canterbury Society is organising a litter pick on Sunday 28th April at 2pm, meeting in the Longport Coach Park.

iv. The Canterbury Society’s revised Vision for Canterbury has now been published and John will ask for the offered free copy.
