Minutes of the Committee Meeting of The Wincheap Society

at 7.30 pm on Monday, 3rd December 2018 at 53, Wincheap

Present: John Osborne (Chairman), Derek Maslin, Gillian Bull,

Cllr Nick Eden-Green, Ed Craven

1. Apologies for absence: Pat Marsh, Barney Parsons, Eddie Peake

2. Minutes of the last Meeting 15th October, 2018 - agreed

3. Matters Arising.

  1. Subway - Nick reported progress. Once the City side of the approaches are tiled work will then start on the Wincheap side. The lighting will then be upgraded before the tunnel is painted and the wall wraps applied. This means completion will be delayed until January. The top of walls hasn’t been tiled because working over 2m high requires scaffolding and closure of subway. This would add cost and delay, so painting of higher parts (where graffiti is less of an issue) reluctantly accepted.
  2. CA//18/00436 - 21 Wincheap. Still ongoing.
  3. Martyrs Field Road parking. No action. Derek will keep an eye on the situation and report back if required. Action: Derek
  4. Bus Service along Wincheap – ongoing, no response
  5. Coopers Lane - condition seems to have improved recently. K.C.C. Public Rights of way Department approached and they said that they are sympathetic but don't have any available funds.
  6. Hop Garden Way - Chris Maw no longer responsible officer, responsibility handed over to persons unknown, but he said that as there wasn't any funding for this work (even though we have funds!) work unlikely to be carried out. We need to contact District Councillor (Michael Northey?) in due course to find out what is happening Action: John
  7. Christmas Window Display. Competition Trophy (cost £28.40) shown to committee, all thought it very good - thanks to Barney for organising. John suggested runners up get shortbread (from Lakeland) – agreed. John had also drafted certificates. Preferred design agreed. Certificates to be awarded for winner, runner up, highly commended and commended. Suggested that a photo of the winner receiving the Trophy from John should go in the in local paper. Judging to be carried out on 21st December, 11:00, meeting near Cafe Solo. Action: All

viii. St Mary Bredin old schoolhouse - What is status of the appeal for St. Mary Bredin? John phoned up and was told appeal has been lodged but no paperwork present! Action: John, Nick

It was agreed that the Society would send a donation of £25 to Macmillan Cancer Support in memory of Pat's husband, Goran. Action: John

4. Any other business

  1. A2 slip road – (bell mouth turning) - Gillian needs to complete document (for Rosie Duffield) and will circulate to committee members to ensure we all understand and are confident in standing by it. To be submitted on behalf of Wincheap Society. It was suggested to send copies to Mike Brundell, Dave, Hewson, Kentish Gazette and Canterbury Journal. Action: All
  2. Graffiti – John suggested that for affected private properties we knock on door and offer to paint over graffiti, as quick removal discourages repeat offending. This could be a big potential effort for us and therefore this suggestion wasn't adopted. Nick suggests we take photo's of graffiti and send to council. Nick to send e-mail to John about Council process. Action: Nick
  3. Jubilee Hall – has been broken into recently and it was just wanton vandalism. Hall now secure. Nick pointed out that the KAT (Kent Archaeological Trust) is currently moving into the old Adscene building and that increased activity in that area might help security.
  4. Is there a new procedure on planning? – documents being deleted after planning approval. Only applies to Quinn application so far. John to drop line to Council expressing concern. Update – documents have re-appeared, seems to have been an error!
